Mortgage Modification program has major flaws
Lenders can foreclose on borrowers while they're still under consideration for the Home Affordable Modification Program (under which the federal government effectively pays banks to help keep people in their homes), or even in a bank-sponsored "trial" modification. "What is Congress's intent here, to give the banks money for losing money?"
